The United States has recently put forward a draft resolution to the United Nations Security Council, proposing a temporary ceasefire in the ongoing Israel-Hamas conflict. This draft resolution is aimed at preventing a major Israeli ground offensive in Rafah, a city in southern Gaza. The language used in the U.S. draft text aligns with the statements made by President Joe Biden in his recent conversations with Israel’s Prime Minister Benjamin Netanyahu. The proposed resolution emphasizes that a major ground offensive in Rafah would lead to further harm to civilians and additional displacement, potentially spreading into neighboring countries.
The prospect of Israel storming Rafah, where a significant number of Palestinians have sought refuge, has raised international concerns about exacerbating the already dire humanitarian crisis in Gaza. The U.S. resolution highlights that such a move would have serious implications for regional peace and security and asserts that a major ground offensive should not proceed given the current circumstances. It remains uncertain whether the draft resolution will be brought to a vote in the 15-member council, and its adoption would require at least nine votes in favor without any veto from key members like the United States, France, Britain, Russia, or China.
Algeria had previously requested a council vote on its draft resolution, which called for an immediate humanitarian ceasefire in the conflict. However, the U.S. Ambassador to the U.N., Linda Thomas-Greenfield, signalled that the U.S. would veto this resolution, citing concerns about jeopardizing ongoing negotiations on hostages. The U.S. has historically shielded Israel from U.N. action but has shown some willingness to support resolutions focused on aiding Gaza and promoting humanitarian pauses in fighting. The draft U.S. text also condemns certain actions by Israeli government ministers, such as encouraging Jewish settlers to relocate to Gaza, and rejects any demographic or territorial changes that violate international law.
Reports emerged in December that Israel was considering establishing a buffer zone within Gaza’s borders to prevent future attacks as part of its post-war plans for the region. The conflict between Hamas militants and Israel has resulted in significant casualties, with thousands of Palestinians losing their lives amid the violence. The U.N. General Assembly has previously passed resolutions calling for an immediate humanitarian ceasefire, reflecting global concerns about the impact of the conflict on civilians. Secretary-General Antonio Guterres has been a long-time advocate for a ceasefire to alleviate the humanitarian crisis in Gaza, highlighting the urgent need for international intervention.
